If I understand you properly, govt is instituted to protect and promote profit making individuals and companies at the expense of those that aren't profit makers. In general, profit makers see people either as potential customers that could increase their profits or as employees, actual expenses that limit profits. Govt does try to moderate the tension of labor regulation.
All institutions are human. The default belief of most humans is they are at least as good if not better than most other humans, whether morally, intellectually or competence. This is, and of itself, sufficient to justify and explain the gradual agglomeration of power around individuals or specific groups. Like gravity is to matter.
The continuation or exacerbation of a problem is then explained by that individual or group having insufficient influence or power… because no one likes to admit they are morally or intellectually deficient, thus the problem must reside with the Other. This explains the concentration of power and the reordering of systems to achieve or further this reality.
Thus the problem isn't really capitalism for the mechanics of a socialist order will accomplish the same thing. The differences being the driving motivation or end vision… some ad hoc utopian vision of human equality that spontaneously elicits conformity or a highly efficient, consumer driven system with or without a vision of human flourishing.
