Propaganda is rich people telling middle class people that the problem is poor people. 'Look the poor don't want to work, see, they just sit about doing nothing or get involved in crime', and yet it is government policy to keep a section of the population unemployed to keep inflation low.
So, why don't poor people start their own businesses? Well, most people wouldn't know how to do that, including most of the middle class, besides, two out of three businesses fail, how many people can afford to risk losing a significant amount of money? If we had a democracy people could vote for governments that help them find work through more training programs and assisting with start ups, etc, or even the government creating some the jobs if the private sector fails to do so.
