At the risk of triggering Godwin's law, this is looking more and more like Nazism, especially when coupled with other US government "experiments," such as Project MKUltra.
If CIA was not conducting such medical experiments, why was it afraid it would be charged with doing so? OMS officials seem to have been keenly aware at how close their operations were to breaking federal laws on illegal experimentation on prisoners.
