Hi Mike you first need to prove non citizens are voting in meaningful numbers to prove there is a problem. Otherwise there's no point in voter ID which will reduce the numbers of citizens voting.

The idea that anyone would knowingly risk committing a felony in order to vote in an election seems farfetched to me. There's just not enough gained by casting your one vote to justify that kind of risk, even in what appears to be a close election. Would you risk being arrested, charged with a felony and deported just to vote in some election that you probably barely care about, after risking everything to come to the United States and make a life for yourself as a non-citizen? Hell to the no.
The SAVE Act is based on a reasonable idea, because only citizens should vote, but implementing it immediately upon passage without any kind of a lead-up period for states to develop policies to prevent disenfranchisement of people without easy access to their citizenship records means that folks who don't have their birth certificate, social security card, etc. handy won't be able to vote. Who doesn't have access to those documents? Lots of young people and college students. Homeless or transient people. Poor people from rural areas where birth records weren't carefully documented back in the day. It might take those folks weeks, months, or even years to pull together their documentation.
This is not a law that should be passed two months before a presidential election, unless your goal is to inadvertently (or maybe intentionally) keep hundreds of thousands or millions of poor people and young people from voting in your ostensible quest to prevent maybe a few hundred noncitizens from voting. If that. Maybe it's more like a couple dozen.
