IG Horowitz is adopting a very narrow legal interpretation while opting to give DOJ and FBI officials the benefit of the doubt. In other words, unless he was presented with "documents" or "testimony" that political bias was influencing decisions, Horowitz decided to assume that everyone was acting in good faith.
